Bluray motion menu renders with stutters and red frames

I've done motion menus before on Bluray discs before but this time the video clip is rendering  with stutters and red frames. I tried rear end during the video clip from Premiere and replacing the asset in Encore but it still rendered the same. I tried lowering the bitrate and I tried forcing Encore to transcode the video asset but nothing has worked. Does anyone have similar experience or insight to how I can fix this. My only guess is that it may have to do with the length as this is the longest video asset I've used in a menu at 59 seconds long.
