Burning to DVD using Progressive Scan

I am authoring a DVD with a number of music videos. One music video was filmed in HD (1440x1080). There are sections in the video where people move quickly. I exported the music video from Premiere CS4, as an MPEG2. However, in the exported video, the figures were distorting when they moved quickly. I did some internet research, and found this article: Progressive scan vs. interlaced video. I went back to Premiere, and changed Field Order: from Upper to None (Progressive). When I exported the video this time, it looked great with no distortion. However, when I imported the video into Encore, and burnt off the DVD, the video was distorting again (as it originally had). I realised that although I was exporting from Premiere with a progressive scan, Encore must be exporting as an interlaced video. So, in Encore, I went into Project Settings. Sure enough, Fields: was set to Lower Field First. However, all the settings were greyed out and I could not alter them. So I went to the Project tab, right clicked on the music video and went to Transcode Settings. I clicked on Edit Quality Preset, and selected PAL Progressive High Quality. I tweaked a few more settings, then went back to Transcode Settings and selected this preset. This changed Fields:to No Fields (Progressive Scan). Great. I thought I'd solved the problem! When I burned off the DVD, however, the same distortion was still occurring.

 

Now I'm thinking I have to change the DVD settings in Project Settings to make it No Fields (Progressive Scan), but these options are greyed out and I can't alter them! Please help! There must be a way to burn this video onto DVD without this distortion!

EXTRA NOTES:

 

There are some standard definition music videos on the DVD. These are set to automatic transcode, and they are not distorting. It is just the HD music videos that are distorting.

 

In Encore, the Maximum Audio/Video Bitrate is set to 8.0 Mbps.
