Poor footage quality

In adobe premiere I built many different episodes that I want in put together in a DVD. I went through the monster pain in my rear end trying to get encore installed, and once I got it installed I imported my movies and menus and linked everything. in the beginning of the encore process it asked me if I wanted to do a DVD or a BluRay dvd, and since I don't have a blu-ray burner, I opted for the normal DVD. The settings for normal DVD is 720-480, and I exported my movies out of Premiere in 1920-1080, so I knew right away there would be an issue. After I burned it all on a one sided 4.7gb dvd, the footage looks horrible. After that, I tried to burn it to a dual sided dvd 8.5gb but then it still said it was only using 4.27gb out of 8.5gb. Anyway, the footage looks horrible. Why did I spend the money on a HD camera, and then I can't burn a movie in HD unless I have a blu-ray burner? How do I get the project to burn to a DVD that looks good on peoples TV's?
