Help! I am a newbie to encore and need some assistance installing Functional Content, I have downloaded the installer but cant seem to get the library populated...not sure what to do

I have recently installed Encore to create a DVD menu for a project and would like to us a stock menu.

I have downloaded the Adobe Encore CS6 Functional Content however it is not populating into the Library field...I must be missing a step, does anyone have any suggestions?
