When I open Encore I get "We are having trouble verify your membership. Either you're offline, or there is a billing issue with your account."

When I open Encore I'm getting this:

I think the problem is I switched plans. Encore didn't link to the new plan like all the other products did, probably because it's not in Adobe CC.

Anyway how do I link Encore to my current plan?
