Dynamic Link: Premiere to Encore (CS4) fails to open project

I am running Adobe CS4 on Dell XPS 8300 desktop running Windows 7.  I just reinstalled the operating system to get things running smoothly.  The system flies and performs like the day I bought it.  Awesome!  Anyhow, I created a simple Timeline Sequence and added Encore chapter makers.  I saved and then sent the project to encore using the Dynamic Link - Send to Encore function.  Encore launches and displays the "New Project" settings window.  I gave the project a name and left all settings at default (location, DVD, NTSC) and hit OK.  Encore very briefly displays the progress loading bar but is quickly replaced with the Encore start up window.  From there I have the 3 choices of New, Open and What's new.  Above that is the Recent Projects area, but nothing is displayed.  If I click Open Project, it takes me directly to my project I just created, but then when I choose it I get the error message, "Cannot open project, The folder for this project cannot be found."

but nothing seems to help.  I have never been able to get Encore to work on my Windows 7 computer and am wondering if that is the problem.  When I originally bought the software my laptop was running Vista.  Any ideas on how to get this to work properly?
