How to make Encore not encode static menus?

Hi. I've encountered a strange anomaly where Encore is wanting to do something to a static menu when it outputs the iso. When I mount the iso, the part of the background with text looks blurry and with strange aliasing, almost like it was poorly encoded video. The menus look perfectly fine in the simulation. I have made countless dvd menus in the same way and never had a problem like this.

 

The menus are made from a single background layer with the button groups on top:

All the text has been merged into this bottom layer. The button groups only have a highlight and a shape layer (that is turned off). The red used is picked from the opposite corner and nowhere near maxed out (148, 0, 26).

 

Below is what it should look like. I have made multiple new projects with various forms of this menu and it always comes up with the problem. I also tried using an old menu made in the exact same way and it's fine. Dragging this layer into an old working menu and making a new disc project with it still results in a bad menu on the iso.

 

Any suggestions, please?
